
As Jesus is sitting in the midst of tax collectors and sinners, the Pharisees and the teachers of the law are disgusted by Jesus as He associates himself with these religious outsiders. The Pharisees grumble and mutter “This man welcomes sinners and eats with them.”
In response, Jesus tells them the Parable of the Lost Sheep where Jesus identifies himself as the Good Shepherd who has come to fulfil God's promise to seek and save the lost.
